The training institute was hosted by the Faculty of Exact and Natural Sciences (FACEN) of the National University of Asuncion (UNA) in Paraguay, and was co-sponsored together with the US National Science Foundation (NSF) and the International Human Dimensions Programme (IHDP).

Other collaborating organizations were: the International Research Institute for Climate Prediction (IRI), the United Nations International Strategy for Disaster Reduction (ISDR), the United Nations World Meteorological Organization (WMO), the Global Water System Program (GWSP) and the Technical Planning Secretary of the Presidency of the Government of Paraguay.

The central objective of this Training Institute was to contribute to the development and strengthen the local and regional capacity to deal with vulnerability associated with climate variability and climate change in the Americas, particularly Latin America.
