Context

The Fourth National Communication (CCN) and adaptation measures

The Fourth National Communication of Uruguay aims at strengthening the integration of climate change issues, and to contribute to achieve a more sustainable process of preparing national communications. CCN-related activities result from the analysis of the progress made so far by the country, from prioritizing adaptation, mitigation and support management measures defined in the National Climate Change Response Plan in 2010 and fitting the new international context resulting from the Conference of the Parties in Cancun.

To analyze the progress in implementing some adaptation measures, the CCN project aims to perform a preliminary analysis of the implementation of adaptation measures in Uruguay by identifying and applying indices for the different sectors.

This will help assess the progress, relevance, and coherence of national initiatives under national climate change policy. It will also contribute to integrating monitoring and assessment indicators of existing adaptation projects.

In the light of this analysis, the CCN is expected to have a monitoring role in the meeting of UNFCCC commitments as well as a more strategic role in the follow-up of the process of integrating climate change in national and sectoral development policies.

The Government of Uruguay, through its Climate Change Unit (UCC) of the National Environment Office (DINAMA) of the Ministry of Housing, Land Planning and Environment (MVOTMA), analyzes applying the Index of Usefulness of Adaptation Practices (IUPA)¹. This tool will make it possible to assess the effectiveness of applying adaptation measures, follow-up such measures, as well as identify their strengths and weaknesses, in order to be able to timely implement improvements to those actions. Uruguay has requested the collaboration of the Inter-American Institute for Global Change Research (IAI) and the research team that had developed the index to organize and realize a training workshop for relevant Uruguayan government practitioners and stakeholders. The use of IUPA will allow establishing criteria to determine the concept of practices useful to enhance the capacity of adaptation to climate change and variability in Uruguay.
