Questions and answers on the CEH2 Belmont Forum Call

Are we able to apply as a consortium that includes two eligible countries and not three, as suggested by the IAI document? 

You may apply with only one or two IAI countries, however, to be eligible for Belmont Forum funding, you need 3 different funders. The IAI counts as one funder, regardless of whether you include one, two, or three eligible IAI countries.

Are there sample applications for the pre-proposal or examples of past successful applications? Is there a template that we can access to plan the pre-proposal?

We do not have examples of pre-proposals; the Belmont Forum has made a template available on its website (https://www.belmontforum.org/cras#ceh2023). 

 

Do we have to demonstrate co-funding for the project in the pre-proposal?

Co-funding is a requirement to receive funding from the IAI. We recommend that you share any information you may have in that respect in your pre-proposal.

 

What types of co-funding are allowed?

 

Co-funding can take many forms, not only financial support. Co-funding is defined as resources that are additional to the IAI grant and that are provided by the grantee's institutions, governments (science funding agencies, other government bodies at the national, subnational, and local levels), other multilateral agencies, development cooperation agencies, the private sector, private foundations, civil society organizations, and various type of beneficiaries, for supporting the implementation of the proposal and the achievement of its objectives. Co-funding could take the form of financial or in-kind contributions. 

 

Eligible in-kind contributions include nonmonetary resources such as researchers' salaries or those from employees of organizations involved in the project; scholarships for students, valued at the regular rate of pay for the time devoted to the project; access to paid databases (incremental costs of access); analytical, professional, technical and other services (printing, editing, publishing, transportation, etc.) at customary rate for time; provision of or access to equipment and vehicles, and their supplies; space and facilities to be used for office work, field work, meetings, and community-based activities, valued at the fair rental rate; other supplies.


 

How many applications can be submitted by the same entity? Is there any submission limit? 

 

There is no limit to the number of proposals an institution can submit, but PIs and co-PIs can only submit one proposal as PI or co-PI.


 

For IAI funding: Would the entire sum be disbursed to a single IAI PI? Or would each country identify a PI whose institution would receive its funding and be responsible for sub-awards within the country?

 

The sum can be disbursed to a single IAI Lead PI or to the co-PI in each country according to the budget each co-PI presented. The IAI Lead PI should make clear what is the preferred choice if the proposal is approved for funding. 


 

It is not clear to me after reading the guidelines if we should contemplate in the proposal working groups that are devoted to scientific knowledge production and others for the co-production process. 

Is there any recommendation in this respect?

 

For this CEH2 call, most funders are open-ended regarding the production or application side of research, but some are specific and request that there must be a fundamental question. IAI does have some restrictions in the Annex regarding the use of funds, but they don't specify the type of research.

Can you participate without belonging to an institution?

Only Principal Investigators/Co-Principal Investigators affiliated with an institution can receive and manage funds. You would have to form a team led by researchers or actors affiliated with an institution.

 

I want to know if there should be only one IAI PI, or will each IAI-eligibile country receive their funding directly?
